Fexco has an exciting opportunity for a talented individual to join the Risk and Compliance Team of its Payments & FX division ( PFX. Job Purpose. The successful candidate will support all PFX products but with an emphasis on Corporate Payments. The appointment is subject to the prior approval of the Central Bank of Ireland. S/he will be responsible for managing the Corporate Payments compliance programme and ensuring its operational delivery. The successful candidate will also assist the PFX Head of Risk & Compliance in the delivery of the PFX division’s compliance and risk programmes, ensuring PFX products comply with all applicable regulations in all the markets where we operate. Main Responsibilities. Role and Responsibilities: Further develop, institute and supportsystematic procedures to ensure that the laws and regulations which applyto Corporate Payments (including in particular payments services legislation(PSD2), prudential requirements for payment institutions and fitness and probity requirements) are being met. Providing support to ensure that all PFX products are offered and delivered in compliance with applicable laws andregulations including in relation to data protection and anti-money laundering and counter-terrorist financing (AML/CTF) (holding the senior MLRO reporting role in respect of Corporate Payments and DCC. Ensure ongoing regulatory reporting obligations are met, changes are identified and assessed and, in conjunction with operational management, ensure any amended processes and procedures are implemented. Interpret applicable legislation and guidance and provide appropriate feedback to relevant consultations. Proactively advise Corporate Payments Management on acting in a compliant manner, both from a strategic and anoperational perspective. Draft, review and amend compliance and risk documentation (risk assessment, compliance plan, rulebook, policy and procedures) for Corporate Payments as required reflecting regulatory requirements and operationalpractices. Ensure adequate training and communication is conducted, so that (1) compliance requirements are kept to theforefront of activities and management and staff are aware of the requirements and (2) compliance officers maintain a high level of competence for their roles. Represent Corporate Payments as the primary point of contact in relation to all compliance matters including for theCentral Bank of Ireland and other regulatory bodies as may be required. Support the PFX Head of Risk & Compliance in the implementation of the PFX risk management program and to maintain the risk registers for Corporate Payments. Qualifications/ Experience Required. A third levelqualification in Compliance/Risk or a related discipline. Three to four years previous experience in Compliance and/or Risk and/or Audit in the financial services industry. Experience in payment services regulation, AML/CTF and/or fitness and probity would also be a distinct advantage. Experience in data protection legislation (including GDPR) would be a distinct advantage. Experience with ISO 27001 and/or ISAE 3402 (previously SAS 70) reporting process would be desirable. Competencies Required. Meet the fitness and probity requirements set by the Central Bank of Ireland in respect of pre-approval controlled functions. Awareness and understanding of the commercial environment in which the PFX products are delivered. Awareness and understanding of the regulatory framework in which Corporate Payments operates. Very strong analytical, verbal and written communications skills. Ability to work both autonomously and as part of multi-disciplinary teams with colleagues and external advisors. Ability to articulate complex issues within and outside the organisation. Detail and process oriented individual with good reasoning and logical abilities.
